“Let them have dominion” means;

3). Man evolved into the most valuable asset on the planet, required by both God and Satan. Ezekiel 22:30 and Luke 22:3

4). All of creation can and should praise the Lord, but only man, through his partnership, can allow God’s purposes and will to be established. (Exodus 3:4-8, 9-10) Psalm 150:6, 69:34

God does not need man’s permission to invade the earth; it is His domain. (Psalm 135:6)
God requires man’s cooperation and participation. It is a collaboration, not an authorization. Man lacks the necessary qualifications to authorize God.
